This document updates the Scottish Government’s 2017-19 procurement strategy which was published in December 2016. We need to review our strategy each year and make changes to it where appropriate and this update is the outcome of that first review. It provides some more focus on some of those policies that we aim to support through procurement such as sustainable procurement and that contribute to inclusive growth.

Executive Summary

This updated procurement strategy includes broad statements about how our regulated procurements will contribute to the delivery of, the Scottish Government’s functions and purpose; value for money; our obligations and aspirations associated with the sustainable procurement duty.

It also includes statements about our general policy on, community benefit requirements; consulting and engaging with those affected by our procurements; the payment of a living wage in our procurements; the procurement of fairly and ethically traded goods and services; how we promote compliance by contractors and sub-contractors with the Health and Safety at Work etc. Act 1974; how we intend to ensure, where practicable, that payments due to contractors and subcontractors are made no later than 30 days and how we intend to ensure our procurements involving the provision of food improve the health, wellbeing and education of communities and promote the highest standards of animal welfare.
